Multi-Currency Expense Management SaaS Platform Built for a Dubai Fintech Startup

Netofficials designed and built a production-ready multi-tenant SaaS platform over seven months for a Dubai-based fintech startup serving SMEs across the GCC. The platform replaced spreadsheet-based expense workflows with automated approvals, live multi-currency conversion, OCR receipt capture, and FTA-aligned VAT reporting.

The challenge

SMEs operating across the UAE, Saudi Arabia, Kuwait, and Bahrain were managing business expenses through spreadsheets, email approval chains, and manual bank reconciliation. Finance teams copied transactions from multiple bank portals and converted amounts between AED, SAR, KWD, and BHD using mid-day exchange rates pulled by hand. Approval requests for out-of-policy spend were chased over WhatsApp, and month-end close was taking up to two weeks at some customer sites.

VAT-eligible expenses were frequently miscategorised, creating compliance risk under UAE Federal Tax Authority reporting requirements. The startup needed a platform that could serve multiple SME tenants simultaneously, enforce configurable spend policies, and produce audit-ready VAT summaries without manual intervention.

The approach

Netofficials scoped the build across five areas: multi-tenancy architecture to isolate each SME client's data and configuration, a rules-based approval workflow engine configurable by role and spend threshold, a real-time multi-currency ledger drawing on live exchange rate feeds, OCR-powered receipt capture, and a VAT reporting layer aligned to FTA expense categories.

Integration work covered connections to two regional payment rails used widely across the GCC and a webhook-based sync with a cloud accounting package commonly used by UAE SMEs. Infrastructure was provisioned on AWS in the Middle East region to satisfy data residency preferences of Gulf-based customers.

The backend was built in Node.js with a PostgreSQL database, the frontend in React, and the mobile companion app for employee receipt submission in React Native. A staging environment was handed over at month five so the startup could run internal testing and onboard a first cohort of pilot customers before general availability.

The solution

Employees photograph receipts on their phones through the React Native mobile app. The platform extracts the merchant name, amount, and currency using OCR and routes the expense to the correct approver automatically based on the configured policy. Automated policy prompts surface at the point of submission, before an out-of-policy expense enters the approval queue.

Finance managers access a live dashboard showing committed spend across all active currencies, converted to a base currency of their choice using live rate feeds. Approval decisions are logged with timestamps to support audit requirements. At month-end, the reporting layer produces VAT-ready expense summaries categorised to FTA requirements, removing the manual categorisation step that had been creating compliance risk.

Each SME customer operates in an isolated multi-tenant environment. Spend thresholds and approval hierarchies are configurable per customer without changes to the shared codebase.

The results

The startup onboarded 38 SME customers representing approximately 1,400 end users across the GCC within the first nine months after general availability. Average month-end close time reported by pilot customers fell from around 11 days to around 4 days.

Out-of-policy expense submissions declined by roughly 30 percent within three months of customers going live, an outcome the startup attributed to automated policy prompts shown at the point of submission. Platform uptime over the nine-month measurement period was 99.6 percent.

Monthly recurring revenue reached AED 210,000 by the end of month nine, tracking ahead of the startup's internal projection for that period.
